I would like to see monitor on commercial boats to insure laws are obeyed. The cost to implement would be a challenge.
Maybe the owners can absorb the cost by an increase in amount of ponds of fish to offset the monitors cost.
Or boat owner pay directly as the cost of doing business as a business would hire a cop for an event to regulate saftey

Google NMFS observer and monitor program.. rule numero uno in both programs " report any illegal activity"... Your wish has been in effect for over 5 years now.. Oh and the owners do absorb a good share of the cost through "SECTOR FEES" and umm yea why do you think the goverment just gave "The Fisheries" a couple billion.. NO fisherman saw a dime.. was all for NMFS... so your wants are all ready in play

So the system works?
Why the pile of dead bass either culled or as by-catch?

I am not anti-Comm I77, but have serious reservations with several styles of fishing....

RIRH first off observers are on FEDERAL boats as are monitors.. ANd docksides watch catch be unloaded and stay with fish till it gets to a FFD.. Now that being said 3 miles an shoaler not FEDERAL its a state problem.. Now I have said many times Im for CONSERVATION not erradication.. no NC system is horrilbly flawed as is the NEMSGF... and the regs up here.. Just sayin dont jump on a bandwagon to fix NC and say how YOUR state is so perfect.. CAUSE IT AINT! And yes it all comes down to greed I was too busy making an HONEST paycheck to worry about callin.. But then again Id love to see yall in a floating circle jerk of no less then 150 boats tryin to remember which one was wich.. while trying to avoid things like whales idiots on other boats gettin hung down.. Like I have said many many times I can do this all day.. but please remember when yuou talk of waste of resources it takes 5 govt official agents for one boat to run a LEGAL trip.. oh and your taxes do pay a brunt of it.. And for the record most of the observers cyclin in this summer were coming back from ALASKA AND HAWAII... at least the ones in Chatham.. The law says 30% coverage on every FED comm boat.. yall wanna talk ok MY fathers 3 gill netters outta Chatham lowest is 89%.. 89% almost 3 times the legal required amount??? why is that?? Oh cause we dont treat the observers badly and the 30% comes from the sector total... Quit blaming "greedy fishermen" you dont know what its like to deal with our job do our job or try to live on what we make. And what we have to go through to get that check. Now ya wanna bash states that allow all this lets go Im with ya..

Heres a couple little facts for you
1) 80% of seafood in this country is IMPORTED!!!!!!

2) for every 1 dollar of fish landed in this country, 4 dollars is generated to the general economy from it..

3) The US has under harvested its swordfish quota to the point our remaining unharvested quota was given to other countries who already were overfishing their quotas..

My honest opinion is this ya wanna stop waste in the fisheries???

IMPLEMENT NO WASTE.. EVERYTHING OVER THE RAIL GETS LANDED AND COMES OFF THE QUOTA.. END OF STORY
