Third CCC bridge proposed

This probably stems from some Nit wit bureaucrat that has a place in Sandwich. He tried to get off 4th of July wkend and it took him 4 hours to get to the bridge. He got back to work and started trying to make it happen. Well one wheel greases the other voila we have a proposed second bridge. Get the contracts signed prior to figuring out true cost.
