That? He clearly saw that moving the stick was impacting the ball so he stopped and neither the ball or stick changed position.
What a silly game.

Spence, he moved something touching the ball, and the ball changed position, clearly, unequivically, and he pushed his luck. Ironic isn't it that a free lancer following Woods filmed this and the network didn't. The free lance photog had to notify officials of the infraction. Kind of funny the photog is following Eldrick. Anyone else on that course would have given themselves a stroke for that. If I was still playing I would have given myself a stroke for that. He is a cheat, with all he has, he is still a cheat. Like he is trying to get caught.

I'm not a golfer but reading the rules they clearly say you can remove the obstruction and if the ball moves it must be replaced no penalty.
What am I missing?

He didnt replace the ball there fore a stroke should be assessed

Thats just it. He didn't move the ball back into the original position and he wasn't giving himself even one stroke. If he gave himslf a stroke, and didn't move the ball back, no debate. He didn't so the officials gave him two stroke. One for not giving himself a stroke and the other is punishment, so to speak.
