Hard to tell from the photo but are you referring the wheel (black handle) or the shaft that enters the carriage? looks like the shaft is bent upwards from the photo.

If so, remove that shaft and squeeze the bent area in a vise. You can also lay it on a flat surface and try to hammer the bend out. If you are afraid to take it apart just film it with your phone so you know how it goes back together.
