It doesn't matter what the regs are, if there is no real enforcement....

about 10 yrs ago, my younger brother in Idaho got caught fishing for trout with no license and in possession of more than a legal limit to boot. Fish and Game impounded his fishing poles, tackle box and all his gear. They were returned after he paid the associated $500 or so in fines. When he complained about them taking his gear, they informed him by law, they could have impounded his truck as well.

Dummy didn't learn his lesson, that fall he got busted for attempting to poach a decoy deer out of season, that was placed by Fish and Game to catch poachers... They impounded his guns, spotlight and gear, and this time they took his truck as well... They gave him a ride home and towed his truck to the impound lot. He had 30 days to pay the fines or have his truck auctioned off. Auction brought less than 1/2 of his fines, took him about a year to pay the rest off.

People here don't care if they poach or fish illegally, the penalties are not often enforced. Most of the people get off with a warning. Every year on opening day of trout season, I see a local DEM guy walk around check licenses and almost always give the violators a warning. If getting caught actually hurt, we would not be in this situation. Illegal fishermen and poachers are more concerned with getting a speeding ticket than they are of getting caught on the water.

On the governor, I think she's waiting for NJ to make up their minds so, she can come off looking slightly less corrupt then they do.

NJ's regs are set by the state legislature, so she'll be waiting a while if that's the case.
