I think shad are mostly just catch and release now. So no possession for live lining........

just tell the fish warden that you keep trying to take one for a walk on your "makeshift" leash, but the big fish keep eating them....

pretty sure that's american shad, not hicks...last i checked it was 6 fish daily limit for hicks... |
