If stupidity doesn't qualify, how about ignorance or arrogance?
They all tend to end up with similar results, that being an innocent live lost.
I would venture to guess that since no one here knows the people involved, and can't speak directly for the mentality of the boat owner/operator, that stupidity is the first thought that comes to mind.
Otherwise it would be more of a "criminal" train of thought, as "The person KNEW the boat's limitations but chose to overload it anyway, regardless of the possible consequences!"
But I digress.....the bottom line is that some innocent child died because of a tragic accident that could/should have never happened.
