not sure Nebe . the RI party boats were going to go for a exception on bass like they have on all the ground fish . they were all set to ask for a two bass limit for bass because of hardship reasons ...until it broke coastwide that the striper was in danger & reductions were being made & planned .
they tried it for 2018 but they brought it up too late

Buzzards bay has been spotty so far. Some guys, certainly, have hit it right and done very well. Many others have been struggling. I did very poorly opening day and did not see any of the other hundred boats catch a fish. Fished again today but only for an hour and only in one small spot while awaiting the tide change for striped bass. The guy with me took 3 smallish humpies, I caught none. I plan to try again tomorrow and will cover a lot more ground. We'll see.

There are no commissions that set the rules for RI or any other state. The ASMFC sets quotas for the states and the states can use whatever regs they like to catch their quotas. in RI the regs are set by the commissioner of DEM with consultation from the RIMFAC. Like Vic says, the RI Charter/party assn. got to the politicians and pushed for the current regs. Where was RISSA when all of this was going on?

Mike , kinda have to agree with you on that . they say they swing a lot of weight with their numbers . but what happen on this one .

I know the state takes into consideration a lot of what RISSA goes for & many times rightfully so .
But two years ago when the RISA was fighting a applicant for a oyster farm very close to the b Barrington shoreline in front of the golf course RISSA was for it . I called steve & he said their committee looked at the chart & because it showed 3' mean water they approved it without actually going there . well anyone who knows the bay by shore or land ……...knew this was a mistake & setting up a beginning in the upper bay .

riSSa does a lot of good ………….love what they do for kids .I just hope the fishing trips on the charter boats isn,t having a influence on descions ..
I was at the meeting and a descent amount of rec spoke against it .especially seeing that that just about shuts out many bay anglers for the fish that are around earlier ..………..

Put a 4hour effort in today in upper Buzzards Bay. Avoided the fleet. Took a long time to find fish and then limited out (2 guys) on larger fish in several short drifts. Didn't mark much when we were catching fish. Used a different technique than norm. Usually I try to stay close to straight up and down while jigging (shimano butterfly jigs). Today we where casting jigs at 45 degree angle to our relatively fast drift, letting them drop, bumping them as they swung in well behind us, then twitching just off the bottom at quite an angle from vertical. Instant hook up but when I'd go back to vertical jigging.....nothing. Live and learn.
