John, after many years in the surf, Ive found its best not to use leaders. Just slide the the eye of one Bucktail onto the hook of the next. This will allow it to look like a school of bait.
Otherwise I would just throw them into the surf and see what chokes on it, though Im not sure how far
you would get it
