It was a low level employee, who made a change or two, supposedly, to make the application seem more justified. CNN reported that, by the way. One only does that, when one is worried that the actual supporting evidence, is insufficient to get the warrant you seek.

You really don't know why the edit was made, could have just as simply been they got wires crossed were covering their backside so there wasn't an inconsistency. The reporting seems to indicate the IG found no issues with the justification of the application.
