Old American iron 
Usually there are some single phase cabinet saws there someplace. An old Powermatic sometimes go for 300 to 500, way better quality than new unless you are willing to pay big bucks for new higher quality.  
Even an old Delta Unisaw is worth looking at.

A hybrid table saw is a stationary table saw, built to look like a more expensive cabinet maker saw, with the motor inside, but with internals more like a less expensive "contractor saw". 		 I know what you mean about getting equipment down a bulkhead to a cellar, I did that long ago before I built my shop. The cast iron top comes off so it makes it a bit easier. Lay some plywood in the steps and lower it down slowly. Once it is there it is worth it.  
 I think Sawstop makes a contractor version. Check those out too

 House we been working at homeowner has sawstop that about 2 yrs old.  Used it when our workhorse rigid died (replaced with a makita) 
Sawstop is a very nice saw.  Excellent fence for clean precise cuts and ripping. Not a fan of the makita so far
