Did Biden tell a room full of blacks at a campaign stop in 2012, that "they want to put y'all back in chains"?

Where is the hyperbole?

Watch Trumps latest state of the union. When he mentioned lowest black unemployment ever, the republicans went berserk in celebration, and the democrats all sat there miserable, scowls on their faces.

Tell us why each side reacted the way they did, please, if the GOP wants blacks in chains?
