It took off from Newark IIRC, and was hijacked over Ohio. So it was well over 30,000' when hijacked. It may have started descending, but seeing as how it came down in western PA, probably not a lot.
If you want to know whether it came down in one piece after losing control when Beamer and his fellow passengers struggled over the controls, or was shot down, research the debris field. Planes shot out of the sky by a missile or missiles scatter parts along their path until the impact.
One thing I'm sure of: if the plane wasn't shot down then, it would have been later. No way was it going to enter the airspace over DC.
