Grady wins A-Hole of the year due to pure misery perpetrated on a global scale. This inspection puke on the other hand does need a major dope slap as well as something brought up to management.
I used to be a licensed Mass sticker guy (please hold the cheers, it was not that monumental an achievement) and an Asst Service Manager at a dealership. Yes, one of the ways to test a handbrake is to fully set it and see if it holds (it simply won't hold as well as the regular brakes). And yes it is somewhat subjective but with most cars you can tell if the rear brakes need adjusting (95% of hand brake systems are on the rear) and if it doesn't hold - that's easy to tell. This guy was just screwing with you and should be called on it if you're up to it. At least maybe with the owners of the station. Yes you are allowed to drive the car on a limited basis (there were some law changes in the past 4 or 5 years) - this guys was just being an ass...
