Yes, there is a herring closure in CT. We do not use herring live or dead anymore. I have seen a few of the shore guides keeping them in pens at the dock. I am told they get an import permit for this. Who knows, they may be breaking the law.

He does not use herring, but does offer trips in the CT River during the herring run using artificials.
