unfortunately NC does have a small size for stripers ...
but that is not the issue ; it is that the federal government has stepped in & given itself the ability to close any section of the beach at any given time .
that is how Pea Island was closed & still remains so .
sorry, but I think the remaining 50 miles or so of accesable beach is worth doing something about .
