Where's the option to load a new custom avatar? I looked around user cp but can't seem to find it.

I can't find it either that is why mine is the same, I wanted to change it but I can't find the browse button for custom avatars

Go to User CP and in Control Panel Settings and Options on the first box on left you will see Edit Avatar... The bottom of that new page has options for custom avatar...
