john if i'm not mistaking the legal size for striped bass in the north carolina inland water ways is only 16" i'm gonna double check this and will edit this if it is otherwise.
north carolina
Size Limits
Minimum length limit: 18 inches
AND
No striped bass between 22 inches and 27 inches in length may be possessed at any time.
south carolina has no size limit
