If this was me and I was on duty I would;
Head to the State Police and explain the situation and the police department connection. Ask the SP to charge his brother with assault and battery(grabbing her shoulder), assault(for raising his hand to strike her but not) as well as intimidation of a witness. Do the same with his father for grabbing her, putting his finger in her face(assault), intimidation of a witness as well as threatening to commit a crime. You can't let these actions go unrecorded in case something happens.
If the SP are unwilling to assist you, go to the district court and take out the charges. Then contact the local PD and file a written complaint on the officer who told you to come back later. He basically blew you off. Followup the complaint with the mayor or selectman afterward.
PM me if there are any problems or questions.

Ok thanks, I told my sister today to call the State Police, if the city pd won't do anything, this is bull crap. I doubt she is going to contact the staties, she doesn't even want to go back for the restraining order renewal. I am making her go to the court date next month, and I am going with her, it is the renewal for the restraining order. They don't have the nads to touch her in front of me. I just want to pop the father, and brother in the nose...

That sucks Bill, you certainly have a reason to be infuriated. Try to keep a cool head and have some restraint. Bring a small handheld video recorder with you next court date and catch them with evidence if you can. Pieces of trash like that will never change, be done with them. Sounds like she may need a good lawyer. Sorry to hear that.
Follow Matt's advice.

Bill, as much as you'd like to, don't do it...You'll get F#@$%#!! and you won't be able to help your sister out.
Get the Staties involved, don't let them get away with this crap.

Bill,
Stay cool as a cucumber.
Your sister needs her family's help.
If you can, get videotape evidence.
State police is your next stop if you believe there is some level of misconduct going on at the local pd level. You can also try to speak with your State Attorney General's office.
Get someone's ear, and calmly state the facts.
Is there someone who can accompany your sister while she is out and about?

One other thing too would be to make sure your sister has some form of Self-protection. If they are grabbing her now it may only get worse. At least get her some pepper spray to carry w/ her. Better to have it and not need it than to need it and not have it.
And you are smart to go w/ her. if for anything some moral support.

In addition to all of the good advice you've gotten for getting the police involved, also get a restraining order against the father and brother. For the judge this should be a no brainer, once your sister tells her story of how they are trying to intimidate and threaten her. Then if they persist they can join their son/brother in Plymouth.
