Poor guy just doin his thing. Probably got asked to scope out the place for party kids, they've been pretty frikkin rampant. Then he sees you out past the at last and thinks maybe you needed help. As a matter of fact he did get wet. if you know where I fish in Black Point then you know where he had to get to to get to me and that meant crossing some water.... He wasn't wearing waders.
