Does the tail constantly spin, or does it flutter with the cut?

Thanks for the comps guys.

On a slow steady retrieve the blade will spin much like the blade on a spinnerbait, creating a large V wake. But worked in "Howdy" fashion, the plug will dart and slash and the blade will flutter and slap, kicking up a fuss.

The "Splittail Howdy" weighs a robust 3oz. and will catch some LARGE this fall.
