There's a touch of luck but I think those that know know exactly where to place a plug along the shoreline to increase the likelyhood of it being inhaled by a big bass.

I was walking Cliff Walk today with a certain short but fiesty surfcaster. "Always cast at that rock where that whitewater is, that's where they hold. I caught my 55 there along with a lot of other big fish. Bait fisherman always do well here too." Knowledge and experience for sure.

Lots of homework and time and a 100 yard strech of shoreline gets distilled into just a few effective casting lanes, and that's always more productive then fan-casting.
