Maybe you could drill out the old bolt and retap the tread, I know there is a hardened piece broke off in it now but with the right drill bit you can do it.
You can drill the spot welds out or use a hammer and chisel and split the 2 metals I think the hole saw should have worked maybe it was dull. The other thing is to use a self tapping sheet metal screw and just use a new hole.

I ordered a license plate bracket. It is a plastic bracket with holes for mounting a standard plate to the bracket and a long slot for mounting the bracket to the car with sheet metal screws.
I learned by my mistake along with gaining a little more experience and wisdom for the next time. It could have been worst like a engine bolt.
Now I can go back to thinking fishing.
