Lip Gaff Question?

I recently purchased a small lip gaff. What is the best place to gaff the fish? Can a fish be released after or will it harm the fish to much?

Question

Is gaffing a striper illegal? I've never used a gaff but have heard that.

Seriously I can think of some good places that a secure hold on a fish will help.

I usually take a plastic lip gripper with me. Has never broken and works on blues also. Does no damage to the fish. I forgot where I bought it. It about 6" square in size.
