I am going to chime in on this one.....ok so it lets the fish you catch go free.....great! so if you want fish...go ahead and buy it in the store cleaner easier NASTIER...not nearly as fresh...I doubt you ever worked in the seafood industry at alllllllll..........oh and not to mention all that by catch that cant be legally kept....OOOPS! dead...over the side...wasted.....
I am a looser and cant catch fish....once in a while I do...and if its legal I keep it and eat it.....you bet yer arse! (Bloo me hungry now too...

If I am gonna eat fish at least I have a better feeling inside knowing I killed that one fish to get two fillets and not 15 or twenty for the same amount......
