There are two types of birth certificates---the one issued by the hospital where you're born, and the one issued a few weeks later by the town when they get the birth info from the hospital. RMV wants the one issued by a government agency, not a hospital. That's the only one that'll get acepted by almost any government agency as an "official" birth certificate. Even if it's a municipal hospital, the one issued by a hospital isn't official.
Go to the department of municipal government in Fall River that issues them. You'll need one signed by a registrar and embossed with the official seal of the City of Fall River.

My parents had planned a big family trip last year in the Bahamas. They purchased the flights for everyone and told us all to make sure we had the right BC. Not the one issued from the hospital. Needless to say, my sister showed up with the hospital one. She was not allowed on the plane.

As an aside to this, I believe it's going to be the law next year that you must have a US passport to enter the country...
The old days of travel to Canada and Mexico on a BC or Drivers License and Social Security Card are at their end...if not already.

There are countries from what I'm told indicate information such as marriage status information on the BCs. Maybe the USA can impliment the same idea. This would prevent fraud such as people that collect assistance from different states and cleaner method to track ones life as it may go

A year ago my wife, son and stepson all went to Mexico for a week. Coming back into the country I was the only one in the group to have a passport...the kids had birth certificates and my wife just had a BC and her drivers license, which indicated different middle names.
The US border agent looked at my passport only and ushered us through...didn't take one look at any of the other documentation.
Granted, we're not exactly in the high risk catagory...but still...
