Bob in your town the police have to act, especially if you have already filed a report. Best to grab the keys if possible, but my guess is that if there are two of them they are keeping one in the car for a quick getaway. If you restrain one guy be sure not to harm the bum, but call 911 and report mishievious mischief and tell them you have the culprit and want an arrest. You will HAVE to press charges even if you know the person.
Keep in mind your daughter may still have fellings for the bum.
