shill bidding is having your friends bump up the price, hoping you'll follow suit with a higher bid..making them more money and if a friend bids and wins...they don't pay..gets relisted.
BOAT fish do count.

I see a lot of lures ..re-listed after being 'bought' same fuzzy picture
same RARE paint job , same beachmaster how many can I guy own that are the same ..
