my mom had triplets and so when we flew it was obviously hellish, and every time one of the babies would start shrieking my mom was always mortified and would do everything in her power to stop him/her(there was 1 girl). I would try not to judge the parent too harshly babies are difficult to control and you cant exactly reprimand them to improve their behavior.

Ears + Pressure...
Our daughter had very sensitive ears under pressure from altitude. She would later describe it as the worsed killing ear ache and it wasn't until a teenager that she was able to fly comfortably. going to Disneyworld was no picnic....so we are more tolerant when we hear a baby/todler screaming.
