MBBA wants them to consider a "section 10" permit, and Price is adamantly opposed to it. "We know that the two users (beach traffic and plovers) can't co-exist".

Restricting off road traffic in the National Park system has been official Department of the Interior policy since the Nixon administration guys. If piping plovers didn't exist, I guarantee you the Feds would have invented them. It's their gold-plated, million dollar excuse for what they've wanted to do almost since CCNS was established.

There's a lot of fluff in Daignault's books but he was right on the money about that, 25 years ago.
