If your hardy enough, you can catch cod to several pounds in Boston Harbor from the shore. Only thing is, the season where they come inshore in reach of shore anglers with any consistency is also when the average daily high is around 31 degrees, but you should be more concerned about the average daily low because you have better luck during low light conditions. Fishing the surf in a late January snowstorm with a 17 mph east wind - thats how you seperate the men from the mice, the villains from the heroes, the men from boys...
