a big metal lip drapped with an eel skin is usually my choice when there is ton of bait around....don't ask me why

sometimes when they just won't hit anything, throwing something different from that bait is the key, as Zeno noted with the large metal lip. I've also found that in that situation (although for me it has been silversides, not alot of sandeels where I fish) working a sluggo or even a bomber quick and erradic sometimes pays off. I think its because something moving quick like that makes the fish make an instant decision.

Was it full dark? If so a rigged or live eel should work as might an eelbob. Tough to fool them if it was still daylight and they're on small sandeels.

The Polish Sandeels work pretty well when the bait is in thick. They are a little to pricy for the lure in my opinion though.
