Whenever I hear someone REALLY complain about an issue, I ask them if they voted. If they say yes, I acknowledge it and let them continue (they earned the right to complain). If they say no, I just tell them to be quiet, since they didn't bother to vote in the first place, they really shouldn't voice their opinion now.
