Have her "drop a hint" that she's going to an out of the way bar/club/restaraunt (like "The Blue Oyster Bar" in Polica Academy)
and let him go on a wild goose chase.

Seriously, have her contact some of the local TV/news stations and explain her situation. Most have a consumer advocate that might love to do an expose' on this POS and his internal contacts.

Also, if HE is following HER around, doesn't that constitue stalking?
Maybe she can toss that out in court, provided she can show proof.

Call your representative - have her tell him she believes political influence has been used to harass her. If he won't help her tell him she'll call whomever he faced in the last election and ask him to advocate for her.

she went to court today, and they gave her a 1 year order, he never showed up so things don't look so good for him, she got a good judge that really hates people in power that are corrupt and made that very clear to her, I'm so glad to finally see someone get what they deserve

Good luck freebie, my sister has been going through the same crap for 5+ years. He would show up in court with his parents, and two brothers. Once they were out of court on the way to the parking lot they would get confrontational with my sister and mother. Finally my brother and I went to court with them. The mother and father showed up as my sister was trying to get an asault charge against the father. The brothers did not show, and the father told the court officer he was in fear for his life because I am armed to the teeth. The CO told him it would be wise for thier family to leave ours alone then. Unfortunately they are not that smart..

Don't count on that. His complaint to the cops is enough for them to at least summons you to a magistrate's hearing--especially if he walks into the police station with blood on his clothes and bruises all over his body.

If you so much as kick him with a shod foot, or have a heavy ring on your finger, they can arrest you for A&B with a dangerous weapon, which is a felony.

And that's why everyone needs to keep some shady contacts. Then, go to a bar, act like a fool doing karaoke, talk to everyone you can... just make sure a lot of people knew where you were and that you were 10s of miles away from the incident the whole night.
