They would be better off allowing people to take the first X amount of fish they catch (regardless of size) and have them go home after catching their limit. The releasing of large amounts of shorts (that have been hooked) in order to catch one keeper is more harmful than keeping a couple small fish.

The size limits between comm and recs should be the same. 60 % of the quota is comm catch. They can take 14" fish. 40% is rec's..they have to be 18-21"? and in catching a few legal fish the normal rec will release many many more shorts in some places many of those will die.
most commercials discard up to get their 200 lbs or whatever of jumbos. It's a real waste.
