Is there anyway to get the rust off a file? I've used PB Blaster and WD40. both do not seem to be cutting it.

soak it in vinegar for a couple of days. Learned it from my grandfather. Makes 70 year old tractor parts look almost new. oh yeah... wire brush in combo helps.

I usually fish rocks, so I just use the one I'm standing on - saves the weight of carrying a file.
