Hard to tell with out a picture, but most likely a dog fish. though you never know a brown of that size would have probably been from this year as they are normally litters of 1 to 14 pups and size depends on the size of the female. I don't know of any nurseries in our waters for sandbars. I have caught many dog fish on plugs and even top water over the years so it's not impossible.

Sandbar (Brown) sharks pup in all of the coastal estuaries along the east coat. Usually in June or July. Not saying it was a small brown shark, but it is not impossible.
