I couldn't find the website for his guide service but it probably would not be the worst idea to get into touch with Steve Pappas. Seems he and a crew of guys up there that patrol those shorelines pretty well and they seem fairly social too. Bag might belong to one of them or they might know someone who lost a bag. They're out there every morning when the suns coming up.
