From what I've been told by multiple sources, this is why the CT highways around Hartford are such a giant cluster F around 84, 91, 291, 5, 44, and 6. The company contracted to do the design was facing a fast approaching deadline, had an intern do a design (with the expectation the state would decline and want to make adjustments), but the state approved it as is.

But with an oversight put in place, it could be very beneficial for MA and the Boston schools.
