Supposedly, the farm raised stripers taste better than the wild caught ones. They may be cheaper for the fish markets, too.
I watched the episode of Dirty Jobs on Discovery channel about the striper farm and those fish looked a lot like juveneille stripers in the wild. I wouldn't base anything on whether the stripes were continuous or broken, either.
Lastly, Ocean Fresh is a pretty big company with a good reputation. I doubt they'd risk getting in trouble over some small striped bass.
