Cow I don't know for sure where the fish was caught but if there were odds I would say it's 80/20 the fish was caught outside the limit. I do know there are many of us legal fisherman here waiting for our shots hoping these fish move inside the limits. In years past these fish would push almost right up the the beach here in the OBX. The last few seasons the fish held up at the VA/NC line which is about 50-mile run. This year they have moved down to NC but 8-12 miles offshore. Many of us are watching the postings and listening at the docks on the locations. Bottom line is us legal fisherman have had 3 years of terrible striper fishing.

I don't want you to get the wrong idea there are many good fisherman here who do respect the laws, the problem imo is the Charters and Commercial fleet.
