A striped bass is not a groundfish...so yes you can double dip...as long as the fish are 34" you can have 30 on board and have a charter...you can not groundfish commercially and charter in state waters is all that law reads...as far as the permit goes, the boat is permitted and you can only have one limit per boat per day...it does not matter if you have ten individual licenses on board...Doug

....Also they have it seperated now that if you have a boat license, you can't catch and sell bass from shore, nor can you have a shore permit and fish/ posess 30 fish on a boat. permit is for boat. By the same toekn, you can't have a permit for one boat, but fish in another, ie borrowing your buddy's boat.....of course, that is how it all SUPpOSED to be .........
