There was something posted a few days ago about some CT guy being tailed across three states, and bagged when he tried to unload 20-something bass at a Mass market, on his Mass license.
But from the little that was said, it's doubtful that it was the same guy from two years ago, and as John said, it's highly unfair to anyone to speculate at this point.

there is no shortage of ways that people will lie, cheat and deceive the rules and regs to to make money and just not enough rule makers to enforcement them. I am 99% sure I observed a very profitable deception last week. I pretty much take it in stride as i have seen it done so many times and just not worth getting bent out of shape about it. Fair is just not in these guys vocabulary.

I'll bet you that a good 25% of the Mass quota is from fish caught in either NY or RI waters, or the EEZ.

The ASMFC likely doesn't care where the fish come from. They care about total coast-wide catch. How the numbers breakdown state to state doesn't matter to them or the fish population. It is the fish that are caught and sold without being reported that are a problem........and one they find convenient to ignore as long as their population estimates can be spun to suggest all is well.

well ProfessorM: this is where your astute powers of observation
can bring such matters to light so that others can take note .
turning a " blind eye" to it...
even though it may only be a small potato only serves to allow it to continue.
Of course not knowing what it is your referring to makes me have to
let my imagination run wild.
