Sounds like a test bite to me. Great Whites are known to bite buoys and other crap to test if it is edible or not.

He was fishing in an area known as "The Red Triangle".
In otherwords, he was fishing in a known great white shark hunting/feeding area.
That would be like swimming in the everglades with chicken wings tied to your waist and then being shocked that an alligator tried to attack you!

Currently, we kayakers are at greater risk from boats than sharks.

If the seals continue to move north in greater numbers, that could change, but for now I'd keep an eye out for rookie "captains" more than "Jaws".
(I'll keep an eye out for BOTH just in case I'm wrong!)
