start with this.. if that ain't it..remember you are driving a ford..
famous for chittay calibers... replace mine at least once every 12-18 months..none of the aftermarket chit seems to last... and fords are famous for haning up, and or freezing, or only working on one side...
double check them rotors, they may have super heated and warped..
or, like mine, looked great on the outside, but, the inside was crapola..

how soon does the chug chugin go away after take off?..
and the "shake of death" only occurs during hard braking?
how about normal slow stops?
if your guy is a true ford guy, he should figure this out fairly quickly...
they do have their issues...

I had to do a pitman arm on mine..after doing the ball joints and tie rod ends, steering box is still tight, amazingly.. I have a 98 f150, with a failry hard 145K on it.. lot of beach abuse, and dirt road use.. same platform as the expedition, and my wife had a 97 expedition for a decade.... JPI's got the last of the "good guy" trucks with his 96, whole different front end, than what they went to in 97...

but anyways... start with BBJ's diagnosis....

if that does not help....make sure your front axle is completely disengaged... freind of mine with a 97 had something similar, and the little vacuam unit up front was leaving the front axle engaged, and was causing simialar symptoms....
