Is the PVC pipe new or was it used for something else prior to now?
PVC pipe is extruded so a mold release is not likely. Lacquer thinner may be extrapolating some of the plastisizers from teh PVC material.

Are you sure your sealer is dry?

Thanks guys,

Yeah I think the thinner is leeching plasticizer out of the PVC. I hit the baits with some BIN primer and that adhered great. I assume that that will be enough of a sealer to move forward with epoxy and paint?

How long should i wait on the primer? It drys really fast?
