The reason the lead restriction doesn't apply to rifles and pistols is due to the size (and amount) of lead per cartridge. Shotgun shells contain shot that is just the size that birds like to gather up for their gizzards (not good).

There are still a lot of places around that will allow lead shot though.
You and Dan should just start packing shells yourselves. You're gonna need stuff to keep yourself busy next winter.
