I've caught them in the tropics on generic bait- squid, clam, etc. But the easiest way is with a spear...

Saw a few in RI while spearfishing for tog a couple years ago- I think it was around August.

Delicious fish, just do yourself a favor and only use a serrated fillet knife on them. Really tough skin!
