One thing to keep in mind...
Fishing last season when this guy walks up and starts casting parrallel to the bridge right across my line.

When the guy brought the cop back, I would give the cop the "I'm so glad you're here" routine and claim that the other guy had threatened you "racially" and physically.
Turn-a-bout is fair game when dealing with d-bags!
