I visit Hatteras every summer. Certainly no expert but July to September I focus all my fishing on the sound. It is a very under-appreciated resource back there. I fish out of the kayak and will try to cover a lot of water. You can catch a whole mess of stuff in those shallow waters including speckled trout, weakfish, fluke, red drum and bluefish. I even got a 30" cobia on trout gear one year. Beyond that there is a ton of wierd stuff that you are garaunteed to catch wher you will go "what the heck is this thing?". There is always something cool to see in the sound, tons of cool birds, crabs, snakes, otters etc. Most of the sound can be waded for miles without the depth getting beyon 4ft if you don't have access to a kayak. From Rodanthe south just about any dirt trail leading west to the sound will give you an access point. I typically target specks, I will use a cajun thunder popping cork trailed by a gulp shrimp on a 1/4 oz jig head. The specks seam to like areas of sandy bottom mottled with big patches of grass. My best action on trout have been very early or very late in the day. Most of the puppy drum I have caught have been right up against the sod banks. Stop in a Hatteras Jacks at the south end of Rodanthe, awesome shop, great bunch of guys who have always pointed me in the right direction.
